Tammie Tham is the Chief Executive Officer at Ensign InfoSecurity (Ensign), one of Asia Pacific’s largest pure-play cybersecurity firms.
Tammie is an industry veteran with 19 years of experience in the cybersecurity field. Prior to Ensign, she was the Chief Executive Officer and Founder of Accel Systems & Technologies (Accel), a cybersecurity systems integrator.
Tammie has extensive experience running cyber businesses across the ASEAN region. She previously led the APAC Cyber Security Business Unit at BT Frontline, a subsidiary of BT Global Services, where she was responsible for expanding its cyber business in ASEAN and building a footprint in Asia Pacific. Before that, Tammie was leading the ASEAN Security Practice at IBM.
Tammie is on the executive committee of SGTech (formerly known as SiTF), Singapore’s premiere infocomm industry association. Tammie also sits on the Board of Trustees of the Singapore Institute of Technology. She is a member of the Cyber Security Agency’s Cyber Security Awareness Alliance, which aims to enhance awareness and promote adoption of essential cybersecurity practices.

Charles Ng is currently the Executive Vice President (International Business and Consulting) in Ensign InfoSecurity, one of Asia’s largest integrated pure-play cybersecurity firms. In his role, he drives the growth of Ensign’s cyber security services in the region. This includes providing the Boards and Management of multinational companies with advice, as well as bespoke solutions to help resolve their cybersecurity challenges.
Prior to this, Charles started and headed the Booz Allen Hamilton Cyber Security practice in Asia Pacific. While in government, Charles was involved in the formation of the Cyber Security Agency of Singapore (CSA).
Charles studied in Oxford University and the Lee Kuan Yew School of Public Policy.
Dr Lim Woo Lip is the Executive Vice President (Technology & Capabilities) in Ensign InfoSecurity, one of Asia’s largest integrated pure-play cybersecurity firms.
Prior to this role, Woo Lip was the Vice President of Data Analytics and Cyber Security at StarHub. He led StarHub’s development in big data analytics and cyber security capabilities.
As a firm believer in building the local ICT ecosystem for long term sustainability in Singapore, Woo Lip has helped to establish links between government agencies, institutes of higher learning (IHLs) and commercial companies for collaborations and joint developments in data analytics and cyber security.
Prior to joining StarHub, Woo Lip worked in the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF) for 25 years. His last post was Director of Policy and Plans in MINDEF from 2012 to 2013. Over the years in MINDEF and the SAF, he held various positions such as Head of Technical Branch in Joint Service and Deputy Director of Infocomm Infrastructure Solutions in Centre for Strategic Infocomm Technologies (CSIT). Woo Lip was also the Lab Head of Advanced Communications Lab and Wireless Communications Lab in CSIT from 2004 till 2009. Under his leadership, the teams at Research Labs had achieved many breakthroughs in infocomm security technologies that were subsequently operationalised. He was awarded the National Day Public Administration Medal (Bronze) in 2012.
Woo Lip is currently a member of the Advisory Committee at Republic Polytechnic’s (RP) School of Infocomm. In this role, he has facilitated RP’s industry collaborations on data analytics and cybersecurity. He was conferred the Singapore Computer Society IT Leader Professional of The Year Award in 2017 in recognition of his contributions to the infocomm technologies and media community in Singapore. He was also conferred the Leader Award at the Inaugural Cyber Security Awards 2018 organised by Association of Information Security Professionals, for his contributions to Singapore’s cybersecurity ecosystem.
Woo Lip received the Defence Technology and Training Award (DTTA) and graduated from the University of Bath (UK) with a Bachelor of Engineering (1st Class Honours) in Electronic and Communications Engineering. He was later awarded the DTTA (Postgraduate) and obtained his Doctor of Philosophy (Ph.D.) in Electrical Engineering (Mobile Communications) from University of Surrey (UK).
Diana Tan is Executive Vice President, Corporate and Chief Legal Counsel of Ensign InfoSecurity Group.
Prior to joining Ensign InfoSecurity Group, she was Senior Vice President and Head of Legal in Pavilion Energy Pte Ltd and Pavilion Gas Pte Ltd; and Head of Legal in Singapore Technologies Electronics Limited. In Singapore Technologies Electronics Limited, she also held the additional portfolio of Business Development, looking into new business and investments.
Diana started her career as a practicing corporate lawyer focusing on mergers and acquisitions, corporate restructuring and transactional works with emphasis on tax and tax related issues.
Diana qualified as a Barrister-at-law at Lincoln’s Inn, London, United Kingdom and was called to the English Bar in 1992. She was also admitted to the Singapore Bar as an Advocate and Solicitors of the Supreme Court of Singapore in 1994.
Mr Lee is the Chairman of Ensign InfoSecurity, and was first appointed as a Board member of Quann World in August 2017. He is the Chairman of the Building and Construction Authority. He sits on the boards of DSO National Laboratories, SMRT Corporation Ltd and Great Eastern Holdings Limited. He is also the Corporate Advisor to Temasek International Advisors Pte. Ltd.
Mr Lee was appointed Deputy CEO of Singapore Technologies Engineering Ltd in December 2014, a role he held concurrently with President of Defence Business for the ST Engineering Group. He joined Singapore Technologies Electronics Limited in December 2000, and was the President of ST Electronics from 15 August 2009 to 31 December 2016. He has been with ST Engineering Group for 17 years until he retired on 30 June 2017.
Prior to joining ST Electronics, he served in the Ministry of Defence (MINDEF) as Director of Joint Intelligence Directorate from 1996 to 2000. Over the years while serving in MINDEF and the Singapore Armed Forces, he held various positions such as the Director of Military Security Department and Assistant Chief of General Staff (Logistics). During his career in the Singapore Armed Forces, he was awarded the Public Administration Medal (Military) for the Gold and Silver categories and the SAF Long Service & Good Conduct Medal (22 years). He held the rank of Brigadier-General when he retired from active military service.
Mr Lee holds a Bachelor of Arts (Honours) and a Master of Arts (Engineering Science) from the University of Oxford (UK), and attended the Stanford University Executive Programme. He was conferred the Honorary Fellowship from the ASEAN Federation of Engineering Organisations (AFEO), in recognition of his contributions to the engineering profession and industry.
Yeoh Keat Chuan (KC) joined Ensign’s Board of Directors in September 2018. He was Ensign’s interim Chief Executive Officer from its inception till 30 September 2019.
KC is currently Managing Director, Enterprise Development Group at Temasek International. He joined Temasek in October 2017. Prior to that, KC was Managing Director of the Singapore Economic Development Board (EDB), the lead government agency for industry development and investment promotion. He spent a number of years in the US while he was with the EDB.
KC is a Glaxo-EDB scholar who graduated with a Masters of Engineering (Chemical Engineering), from Imperial College of Science, Technology & Medicine. He also attended Stanford University’s Graduate School of Business Masters in Management Science programme.
With more than 30 years of experience in law enforcement and a recognised expert in organisational management, Mr Khoo began his career in the Singapore Police Force in 1977 and became its Commissioner from 1997 to 2010. He also served as President of INTERPOL from 2008 to 2012 and Senior Deputy Secretary of Singapore’s Ministry of Home Affairs (MHA) from 2010 to 2014.
In 2013, Mr Khoo was appointed Director of the Institute of Leadership and Organisation Development, Civil Service College. Upon his retirement from the Government service in 2015, Mr Khoo served as Senior Advisor of the MHA, and was re-designated a Senior Fellow in 2016. He is also a Senior Fellow of the Civil Service College and the Home Team Academy.
Mr Khoo is Chairman of the Cybersecurity Advisory Group to the Minister-in-charge of Cybersecurity, Deputy Chairman of the Singapore Quality Award Governing Council and member of the Global Commission on the Stability of Cyberspace. He is also a board member of Singapore Health Services Pte Ltd, MOH Holdings, Certis, Temasek Foundation International and Casino Regulatory Authority of Singapore. In addition, Mr Khoo is an advisor to entities in the field of banking, technology, cybersecurity, healthcare as well as INTERPOL.
Mr Khoo holds a Bachelor in Engineering Science and Economics from Oxford University, UK, and a Master in Public Administration from Harvard Kennedy School, USA.
Mr Teo joined the Board in October 2018. He is the Chairman of PrimePartners Group Pte Ltd, a financial services group, and Aris PrimePartners Asset Management Pte Ltd, a joint venture asset management company based in Singapore.
Ek Tor has vast experience in investment banking, asset management and financial services in Asia, and brings with him in-depth financial and analytical expertise. He had contributed to, and been instrumental in the development of two major regional investment banking groups – Morgan Grenfell Asia (1980-1993) and BNP Prime Peregrine (1997-1999). Ek Tor held senior executive positions within the Morgan Grenfell Asia group and was the Regional Managing Director of BNP Prime Peregrine (Singapore) Ltd.
He holds a Bachelor of Arts (Honours), with a major in Business Administration, from the University of Western Ontario, Canada.
Mr Chong joined the Board in July 2019. As StarHub's Chief Technology Officer, he provides leadership to maintain a robust and efficient network to support StarHub's multiple lines of business. He is also responsible for establishing the company's technical vision and leading all aspects of technology development.
Siew Loong was one of the pioneers in StarHub's formative years when the company won the licence to operate as a telco in 1998. He also set up and managed the Network and Systems Division at StarHub's wholly-owned subsidiary Nucleus Connect.
Siew Loong received the 40 Under 40 award from the Global Telecoms Business in 2011. He holds a Bachelor of Electronics Engineering from the University of Southampton, United Kingdom.
Mr Chia joined the Board in October 2018. He oversees StarHub’s financial health, develops and executes strategies through financial management and ensures that business decisions are financially sound. He is also responsible for driving merger and acquisition activities as well as procurement, supply chain and enterprise risk management.
Prior to joining StarHub, Dennis was the Senior Vice President and Chief Financial Officer (CFO) of STATS ChipPAC (Worldwide), a leading provider of advanced semiconductor packaging and test services. He was also with Lear Corporation as its Vice President of Finance, Asia Pacific Operations and CFO of Behringer Corporation and Frontline Technologies Corporation.
Dennis is a Chartered Accountant and currently a council member with the Institute of Singapore Chartered Accountants. He holds a Bachelor of Accountancy (Honours) from the National University of Singapore and a Master of Business Administration from the University of Hull, United Kingdom.
Ms Lai joined the Board in October 2018. She is responsible for StarHub’s Corporate Communications, Investor Relations, Legal, Corporate Secretariat, Regulatory and Sustainability functions.
Prior to this role, Veronica was the Group’s General Counsel and Company Secretary. Before joining StarHub, she practised law at Rajah and Tann for six years.
Veronica is a member of the Management Committee of the Global Compact Network Singapore. She was listed in Legal 500’s GC Powerlist for 2017, 2018 and 2019. She also received the Asian Company Secretary 2013 Award for Singapore by Corporate Governance Asia and was recognised as one of Asia Legal Business’ Top 25 in-house counsels in Asia for 2010. Veronica holds a Bachelor of Laws (Honours) from the National University of Singapore
Mr Yap Chee Keong is an independent non-executive director of Olam International, Sembcorp Industries, Shangri-La Asia, Certis Cisco Security, Citibank Singapore, Ensign InfoSecurity and Mediacorp. He is the chairman of the audit committee or audit & risk committee of these companies.
Mr Yap was the Executive Director of the Straits Trading Group and the Chief Financial Officer of the Singapore Power Group. He had also worked in various senior management roles in multinational and listed companies.
He was previously the chairman of CityNet Infrastructure Management (the trustee manager of NetLink Trust) and Singapore District Cooling
He was a board member of the Accounting and Corporate Regulatory Authority and a member of the Public Accountants Oversight Committee. He was a member of the MAS/SGX/ACRA Work Group to review the Guidebook for Audit Committees in Singapore and the MAS/SGX/ACRA/SID Review Panel to develop a Guide for Board Risk Committees in Singapore.
He holds a Bachelor of Accountancy from the National University of Singapore and is a Fellow of the Institute of Singapore Chartered Accountants, a Fellow of CPA Australia and a Fellow of the Singapore Institute of Directors.
