Is cybersecurity a public or private good?

Today, the unseen threat of cyberattacks and online scams is not confined to major corporations and governments, but also small businesses and everyday online activities of ordinary citizens. 
 
So, is cybersecurity akin to public goods like street lighting, clean water and national security, or is it a private entity that individual users and organisations should manage independently? By drawing parallels with water sanitation to the last car in the showroom, the discourse drives home the importance of clear demarcation between individual and state responsibilities in the cyber realm. It also explores the various models on the provision of cybersecurity, from regulatory intervention to subsidies and indirect state implementation.
